How does crowdfunding work? Is it legal?

Anything like this should definitely be banned on any safelist, it is NOT ok!

I keep running into this with Bill Nelson's traffic exchanges

I had over $20.00 due to me from Page swirl. I sent email after email asking for it and finally one day I logged into my account and the money was just gone. So I canceled my membership with a note about why I was canceling. I never heard back from him though.
