Even if it is not, just because a paypal account is cancelled does not make a site a scam. As for not paying out, as the paypal has just been removed they'll need some time to get their finances back in order. As I have seen earlier on this forum, just because you are unhappy abouta site does not make it a scam. I'm not a member but I don't think I haveheard one bad thing about TopHit4U.
