I happen to beleive natural link building makes your websites rise higher while unnatural link building decreases it. When link building works, and Google's algo decides to benefit your rankings, it can take some 2 months per link to barely move up one position. Google algo facing a lot of low-quality backlinks, assume that you’re using a sketchy strategy, like paying for them or hiring an agency that tries to cheat the system ... and Big G algo is programmed to punish anyweb that tries to cheat.
