Twice Confirmed Traffic is a Paid Traffic Service, that has recently been updated, and gaining new momentum. 

This is how the program gets the name; 

Traffic is initially purchased in bulk, by the program / site owners etc, and then tested on various opportunities and offers that are within the Make Money and Affiliate Marketing Niche or similar. 

When they receive Sales from this Traffic, it is then passed on to the members to be used as the Traffic that is bought. ('one time confirmed'). 

When members receive Sales from the Traffic, they enter details of the Sales into the "Confirmation Bay". 

This Confirmation Bay then produces a real-time kind of 'Leaderboard' which all members can view anytime. 

This enables members to be able to choose Programs to promote, that are already 'proven' to have Sales. 

The Program also includes a Compensation Plan, rewarding members that join under them, plus paying over 5 Levels. 

The Referral Program also provides 'Bonus Traffic', increasing the amount of Traffic received, up to a maximum of 200% for 8 referrals. 

On testing the traffic received personally via Tracking etc, it is a high volume, and mostly Tier 1 Traffic. 

The visitors received are approximately 170 - 200 hits per DAY! 

As a member, you are able to add Unlimited Links to receive traffic from. 

However...

It needs to be noted that the more links you add - The less each individual link will receive. 

So - If one link for example received 200 Visits a day, then 10 links added would only receive 20 links a day. 

I have received several leads now from this service, and a couple of Marketing friends have received sign-ups / sales to their programs of choice. 

The cost of the service is $59.95 a month, which I feel is excellent value considering the amount of visitors that are being delivered. 

There is what is referred to as a 'Live Community', where members share results and leave testimonials. I have found this Community to be a little outdated though, and did even send in a Support Ticket questioning the 'Live' aspect. (It was also to see how fast the response was to tickets received!). 

They responded in around 4 hours, very impressive - and they did admit that the Community aspect was in the process of being improved and updated to allow more interaction.
