Yes, it has to be a site that Free members can use and benefit from rather they're a free or paid members. I don't like programs that say free and once you join you can't use the site unless you're a paid member. I don't promote these kinds of sites.

PayPal messed up a lot of sites when they limited the sites account that paid instant pay.. That's why marketers and owners like ORU because you can accept direct pay.
