I think the main issue is not necessarily the number of members, but how active the list actually is. If members are mostly surfing just to earn credits, advertisers may not get much engagement. I’d focus on keeping the list clean, encouraging active members, and showing real click/open stats to attract advertisers. Testing different ad offers and tracking CTR would also help.

Yes, that’s how I understand the first two lines as well. With 4 referrals, 2 would be passed up, leaving you with 2. Those 2 could then generate 4 paid passups. I’m not completely sure about the 12/month part, though you’d need to confirm whether that continues after they’ve passed up their 2 sales.
